• Dr Ambedkar Centre of Excellence (DACE) aims to empower Scheduled Caste (SC) and Other Backward Class (OBC) students by providing them with quality coaching and opportunities for learning, excellence, personality development, and acquisition of competitive skills.
• DACE seeks to play a significant role in the holistic development of SC and OBC students, focusing on preparing them for competitive exams such as the Civil Services Examination conducted by UPSC and State Public Service Commissions.
Mission
• The mission of Dr Ambedkar Centre of Excellence (DACE) is to provide specialized coaching exclusively to Scheduled Castes and Other Backward Class students for the preparation of Civil Services Examinations conducted by UPSC and SPSCs.
• DACE aims to offer high-quality coaching facilities to economically disadvantaged SCs and OBCs, enabling them to pursue appropriate jobs in the public/private sector and secure admission in reputed technical and professional higher education institutions.
About DACE H.N.B. Garhwal University
Dr. Ambedkar Centre of Excellence (DACE) at the H.N.B. Garhwal University was established in the month of April 2022 by Dr. Ambedkar Foundation, Ministry of Social Justice & Empowerment, Government of India. Dr. Ambedkar Centre of Excellence (DACE) scheme is to empower Scheduled Caste (SC) and Other Backward Classes (OBC) students in competitive exams by providing better opportunities for learning and excellence through quality coaching, personality development and acquisition of competitive skills. The Scheme is called, Free Coaching Scheme (FCS) for SC and OBC Students. A total of 100 seats have been allocated to the Dr. Ambedkar Centre of Excellence, H.N.B. Garhwal University under the Free Coaching Scheme for SC and OBC students by the Dr. Ambedkar Foundation, Ministry of Social Justice and Empowerment, Govt. of India, New Delhi.
DACE plays a significant role in the holistic development and nurturing of SC and OBC students. The objective of the scheme is to provide high-quality free coaching facilities to the Scheduled Caste and Other Backward Classes students for the Civil Services examination conducted by Union Public Service Commission (UPSC) and State Public Service Commission (SPSC) competitive examinations. It empowers meritorious candidates through good quality coaching and fulfil the goal of enhancing their competitive skills. Stipend of Rs. 4000 (Four thousand Rupees) per month for full duration of the course not exceeding 12 months shall be paid to all the students by Ministry of Social Justice and Empowerment, Govt. of India. Additionally, each student who succeeds in Central Civil Services/State Civil Services Exams for Class 1 and Class 2 posts will receive Rs. 15,000 as incentive for preparation of interview.

SELECTION PROCEDURE FOR ADMISSION
The students will be selected through a Common Entrance Test (CET) conducted by the H.N.B. Garhwal University. The syllabus of the CET for admission in the DACE Scheme will be similar to the syllabus of the UPSC CSE Preliminary examination General Studies (GS) and Civil Services Aptitude (CSAT) paper pattern. There will be 100 MCQs with one mark for each question (Total Marks 100, Exam Duration Two hours) from the following subjects.
1. Current Affairs of National and International importance
- History of India and the Indian National Movement
- Indian and World Geography
- Economic and Social Development
- Indian Polity and Governance
- Environment and Ecology, Bio-diversity and Climate Change
- General Science and Technology
- Reasoning and Mental ability
- General English
- General Hindi
CATEGORY-WISE RATIO OF CANDIDATES
A total number of 100 seats are to be allocated. The percentage of SC and OBC students shall be 70% and 30%, respectively. In case of non- availability of adequate number of candidates in the SC category, the number of OBC Students may be enhanced. However, in any case, the number of SC Candidates shall not be less than 50% of the total candidates. Also, under each category, 30% of the slots shall be reserved for female candidates. In case sufficient numbers of female candidates are not available under any category, male candidates from the same category shall be considered.
ELIGIBILITY CRITERIA FOR SELECTION
- Only students belonging to SCs and OBCs, having total family income of Rs. 8.00 lakh or less per annum from all sources will be eligible for benefits under the Scheme.
- SC/OBC candidates belonging to a Minority community may apply under the similar scheme(s) of Ministry of Minority Affairs, or the State Govts. as the case may be.
- The student should have a valid Aadhaar number and a bank account seeded therewith, allotted to him/her. At the time of application, if the student does not have Aadhaar number, he/ she can submit his/her EID number. However, the payment shall be released only after obtaining the Aadhaar Number and shall be disbursed to the Aadhaar seeded bank account of the student only.
- Income Certificate: Income declaration of self-employed parents/guardian should be in the form of a certificate issued by a Revenue Officer not below the rank of Tehsildar. Employed parents/guardians are required to obtain income certificate from their employer and submit consolidated certificate from Revenue Officer including any other additional source of income.
- Students having less than 50% marks in their class XII exam, shall not be considered under the scheme.
- The students/candidate must have a graduation degree from a recognized University/Deemed University/Institution established by law by the central government or state government.
- A candidate appearing in the last semester or final year of graduation can also apply, but they must have a graduation degree at the time of admission to the program.
- Benefit under the Scheme can be availed by a particular student not more than twice, irrespective of the number of chances he/she may be entitled to take in a particular competitive examination and irrespective of the number of stages in the exam. The student will be required to provide a declaration that he/she has not taken benefit more than twice under the Scheme or any other similar coaching scheme run by the Central or State Government.
- The candidate shall be precluded from availing benefit under any other coaching scheme of the Centre or State Government and will be required to provide a declaration to this effect. A list of beneficiaries availing the scheme will also be uploaded on the portal of the scheme and shall be shared with Central University to avoid possibility of the candidate availing benefits of similar coaching scheme simultaneously or more than twice.
- The selection of the candidates for admission to the DACE Scheme (i.e. UPSC/UKPSC CSE course) shall be strictly based on the merit.
